
Meet Kathy Bailey
Kathy Bailey is a legal professional, community advocate, and dedicated West Sacramento leader running for City Council in District 4. Throughout her career, Kathy has built a reputation for accountability, professionalism, and bringing people together to solve problems. Her background includes experience in private practice, federal government, corporate legal departments, and complex litigation matters across California and Washington.
Beyond her professional career, Kathy has remained deeply involved in serving her local community. Since 2020, she has served as Board President of the Riva on the River Homeowners Association, representing more than 250 condominium units in West Sacramento. In this volunteer leadership role, she has worked directly with residents, city officials, and public agencies to improve communication, strengthen neighborhood safety, and ensure community concerns are heard and addressed.
Kathy is running for City Council because she believes West Sacramento deserves leadership that listens to residents, puts the community first, and focuses on real solutions instead of politics. She is committed to being a fresh, independent voice at City Hall that will always prioritize what is best for local families, neighborhoods, and businesses.
